Eagle Market Streets Development Corporation (EMSDC) is a Non-Profit organization which serves the Asheville Buncombe community in property development, economic development and access to human services and was founded in 1994 under the leadership of Dr. John H. Grant and the auspice of Mt. Zion Missionary Baptist Church.

In 1994, after years of neglect, the City of Asheville designated The Block as a “blighted area”. Eagle Market Streets was then established as a Non-Profit Community Development Corporation to lead revitalization projects. In 1997, Eagle Market Streets Development Corporation received its’ first significant funding from the City of Asheville. By 1998, Eagle Market Streets Development Corporation completed a series of environmental reviews, appraisals and property acquisitions, and began its’ partnership with the Asheville Police Department, and 70 South Market Street was purchased with a Community Development Block Grant. In 1999, South Pack Square Community Center was completed and has operated continuously for Eagle Market Streets Development Corporation, holding its program offices and For-Profit and Non-Profit business and organizational incubation projects.

Between the years of 2002 and 2003, Eagle Market Streets obtained EDI, CDBG, and Section 801 Funding and purchased three more properties; Dr. Collette 19-23 Eagle St., 3 Wilson Alley and the parking lot at 40 S. Market Streets, adjacent to the Collette and Del Cardo Building. Between 2004 and 2006, South Pack Square Redevelopment Project and was completed and accepted the City of Asheville’s offer to assist Eagle Market Streets Development Corporation in the National RFG and RFP process to ensure highest and best use of CDCs property. And between 2007 and 2009, Eagle Market Street selected a new President and CEO, Stephanie Swepson Twitty.
